Legal options to stream Top Gear UK series 1-5 in the USA?

I'm interested in watching this series from the start but I'm not actually a car guy so I don't want to spend too much money.

I have Netflix with series 17-21 and Amazon Prime Instant Video with series 6-22 (plus a "0" season). I know I said "legally" but would I be able to see more with either of these services if I used a VPN from another country (gray area)? Are there any other streaming services in the USA that have more of the series? I'm worried that I'll spend so much time trying to get access to series 1-5 that availability for the rest of the series will change.

I see no reason a VPN is illegal. To me, it's the source of the material that matters.

It's in a bit of a grey zone. I use a DNS service to get around region blocks. It's against Netflix TOS but they have yet to nail anybody for it. Unlikely they will unless someone sues.
