DENVER - If you've ever cursed a slow-moving truck or RV in front of you as you're driving into the mountains, House Bill 1042 is for you.

If passed, anyone going under the limit and blocking more than five other vehicles in the process would be subject to a ticket. The slow driver would be required to pull off the road at the first safe location.
"People can all relate to it because at one time or another they've been in that situation," said Rep. Mike Merrifield (D-Colorado Springs), who authored the proposal. "On those narrow winding roads, I see it happening all the time."
Merrifield said he came up with the idea this summer as he was trying to cross Monarch Pass and became one of 47 vehicles stuck behind an RV which did not pull over at any possible area, even at the top of the pass.
"I'm calling it the 'Courtesy Bill.' Bring courtesy back to Colorado," he said in an interview at the Capitol. "The courteous thing to do is when you have the opportunity, get out of the way."
