Leave Heat feedback for this?

Question- should I leave heatware feedback (negative) for a trade that was canceled?
Here's what happened: I purchased an item from someone here, I sent the money on a Thursday night. I PM'd him right away and asked when he would be able to ship it. He responded stating that he received payment and that he "might have time to ship on on Monday" OK? Well, he never shipped it the next Monday. Matter of fact, come Thursday the following week (now 7 full days after I sent the payment) he still didnt ship the item. So I kindly asked him for a refund, which he agreed to.

So I get an email from paypal stating that he submitted a refund but it would take 5 business days to clear. 5 days go by, and I receive another email from them stating that the refund DID NOT go through because of insufficient funds on his account. I contacted him about it and he stated he will get it to me ASAP. This was 2 days ago, I'm still waiting.

So, should I leave this seller negative feedback? What puzzles me is that he has a history of great feedback on heat, zero negatives!

Wait until you get the money to ensure he can't screw you and then NEG THE HELL out of him. If that doesn't require neg what does?

I always knew the rules as, no transaction, no feedback allowed. If he steals your money, negative feedback is demanded. If he refunds your money, it sucks but no feedback is the rule.

in a timely manner. at this point, the seller is way beyond that. neg deserved

Sounds like he was using you for an interest free loan. As soon as you get your money back, give him a negative.

IIRC, you can't. But this seems to say you can. I would. All Heat23 will do is remove it if that rule applies.

A user backed out of the deal, can I still write an evaluation?

If one party backs out of the deal even after a verbal agreement has been made, NO evaluation can be given to either party. If no goods or money was exchanged, the "deal" is not eligible for evaluation. If you have received an evaluation for a "deal" that did not take place, please contact us.

I would say yes. Money was exchanged, he just didn't live up to his end of the deal. If he would have returned your money in a timely fashion then I would say to just let it go. But since he spent your money and couldn't refund it I would go with a neg.

There's a big difference between "perfect prompt service" and waiting a full week for something to ship. There's also a big difference between "perfect prompt service" and having a refund denied due to insufficient funds.

As someone who has made most of his heat and ebay feedback as a seller, this kind of annoys me. It's your responsibility as a seller to ship stuff promptly and as soon as possible. I understand that schedules get in the way sometimes and life can be busy, but as always the seller should communicate any possible delays before the buyer pays, not after.

As a buyer, I certainly don't expect someone to always ship an hour after I pay, but I do expect an attempt to ship the item in a timely manner if it wasn't communicated earlier that there might be a delay.

I concur. If someone has posted an item to sell, they should be ready to ship.
If I am selling a single item, I have it packaged when I post the thread.

If you are selling anything you should have it packed to go when you put it up FS/FT. When you get the money ship it as soon as you can. a week? thats silly.

then to give a refund and have it bounce because you don't have the money? yeah tough shit. that deserves a neg.

though i will say the OP is a idiot for posting about it before he got his money back.

Packing something first is stupid especially if selling many items. Packing takes all of 5-10 mins. Standard ship times are 3-5 days of selling for many people...also I never ship until the funds have hit my bank account.

Taking payment for a good, sitting on it for weeks, failing the refund, and not delivering the good is bordering on stealing. At the least, it is welching.
