Learning (fairly) simple circuit design

On a couple recent occasions, I've come across a need for a small, custom piece of electronics, that *seems* like it should be easy to build. The most recent example would be a counter that would increment whenever a given line showed voltage (or lack of voltage) and then also connect to a simple LED display to display the current count.
Are there any recommended books for learning circuit design of this level of complexity?

Radio Shack used to have a line of books with circuits like that; I have a bunch of old ones. Also their XX-in-one kits have a lot of projects like that that you could use. It sounds like you'd need some basic analog comparator type circuit and some logic/counting stuff as well; none of that is too tough.
