Someone in my neighborhood keeps burning leaves making it just stink to go outside. It is against city law except I can't find out who is doing it so I can report it to the fire department. Anyone have any ideas for trying to figure out where it's coming from?

Go around asking your neighbors if there are any illegal leaf burnings going down that you can get in on. Make it seem like you are totally in it for non tattling reasons.

Maybe they have a burn permit? Almost every city will issue burn permits if they have outlawed random burning.

Why don't you let the city code enforcement people worry about it?
