LCD flashing at top of screen on recently replaced screen

I just had the LCD replaced on my Dell, and now there's a flashing at the very top of the screen, looks to be the very top row of pixels. It's confined to certain areas, maybe 1-2 inches long, and only with certain colors (blue XP windows bar, for instance). For example, if I move a window up there, there's a lot of flashing when the white text in the blue background crosses the threshold of the top.

What gives? I saw that the replacement LCD was a refurb. Time to get another one?
