We should fine people for engine braking. After all, your brake lights aren't turning on and thus, I have NO idea whether you are slowing down or not.

Not sure about your area, but all over the midwest when you enter a town they have signs that say "Engine Braking Ordinance In Effect" or "Engine Braking Prohibited".

Those signs are for semi's and Jake Brakes or Jacob Engine Brakes. They make a lot of noise that can sound a lot like machine gun fire, not that I think a lot of people actually mistake jake brakes for machine gun fire, but it does make a very loud staccato noise that smaller towns don't want within their city limits.

Which is really stupid, because they'd rather sacrifice the ability of an 80,000 pound vehicle to stop, for a little bit of noise reduction.

Please dont comment on things you must know nothing about. Engine brakes are for slowing down a tractor/trailer without using the normal brakes, which wear down with time and have to be replaced. Truckers use enigne breaks to slow down to save the wear on their brakes. Engine brakes really dont do that much at all compared to normal braking. Some truckers if they're pulling trailers that arn't theirs wont even use their rigs breaks, they just use those of the trailer to save theirs. Some truckers will do anything to save money, and those old trucks with engine brakes make ALOT of noise. Newer ones dont sound nearly as bad. Signs are there for a reason. A good reason. No need to use engine brakes in a city at night.
