latency problem when starting IE... any suggestions?

This is strange, I just upgraded to an athlon XP 1700+ and whenever I start IE, it lags for about 2 seconds.... even if I have run it before and run it again and it is in RAM, it still lags... now no other programs do that... none! just IE ! wether im connected to the net or not. Now, when I was running a celery 366@550 I did NOT have this problem, it also lags when I open another windoe or link.. not lag like internet lag, but like the program is 'sticking'
