Laser printer streaks

I have a 3 year old Canon LBP 5000 color laser printer, and it's printing streaks on the page. I opened up the front panel and this is what I see on what I think is referred to as the "Fixing Roller" by the Canon manual:


I tried wiping this film/roller thing clean but the resulting print still has streaks on it, like so:


Does anyone know if there is a quick way to fix this?
 
Thanks for the reply. According to this review the drum is combined with the toner so should my problem theoretically be solved with new toner cartridges?

(Although buying new toner cartridges is probably more expensive than buying the newer model, the LBP-5050...)
 
Definitely not worth it then!

I wonder if it's mainly the Cyan and Yellow cartridge/drum that's messed up, from the above print out you can see it's primarily those 2 colors that leave streaks.
