Laptop Won't Boot

I have a Toshiba Satellite Laptop and it's giving me issues booting. When I press the power button, fans start to move and I hear a tick sound (normal sounding) and one of the fans will cycle between high speed and off/very low speed. The screen never shows anything.

I have gotten it to boot twice in the last week. Once it has booted everything runs perfectly fine. I ran a win8 memtest and it found no errors. I've tried removing the RAM and the screen still won't do anything. I read to hold down the power button while it's unplugged/no battery I'm assuming it has something to do with resetting the CMOS but that didn't do anything either.
 
Hold down the power button while it's unplugged is a hard reset and for the life of me I have only seen that work a couple times. Make sure to take out the hard drive. battery and DVD drive as well as any one of those could be causing it as well.
 
Tried taking all those out. The screen never moves from blank. If I put a CD in it sounds like it is reading it, but at the same time the lights on the keyboard (e.g. caps locks) never light up when trying to boot.
 
If you don't have another power supply, take to RadioShack or shop & ask them to try a dif power supply.
 
If you've got a service manual for it, does it have a section regarding diagnostic beep codes and how to enable them?

Does the ticking sound you described come from the fan?

Can you hook it up to an external display and see what happens?

FWIW on the Thinkpads I deal with if the system detects an issue with the fan it won't post/boot/do anything except display a "fan error" message. Usually replacing the fan fixes the problem for me.
