Laptop Trouble

I'm not quite clear on where to post this message as I'm not sure what the problem might be. Sorry to litter the boards like this.

Here is the message that I receive when I try to start up my computer.

Following file is missing or corrupt:
\WINNT\SYSTEM32\CONFIG\SYSTEMced
Startup options for Windows 2000 press F8
You can attempt to repair this file by starting windows 2000 setup using the original setup floppy or cd-rom

When I tried to get into Safe Mode using F8 I got the same message as above. And when I tried F12, to get into the hard drive, I again got the same message.

1) What is the problem here?
2) I am unsure if this is even useful but would accessing the computer remotely to try and run an anti-virus program in safe mode be a possible solution to the problem?

Thanks,

-Dave
