Laptop to TV without S-video

Those only work if your card can output the NTSC/PAL signal over the VGA output. Most can't. You need an external transcoder box to convert the VGA signal into regular TV video.

Bi-linear scaling capability to support up to UXGA TFT LCD panel
 
Use an SVideo-to-Composite adapter plug (or cable). The graphics chip auto-detects whether there is a connection on two wires (SVideo Luma/Chroma) or just one (Composite), and outputs the appropriate signal type.
