Looking to spend up to $1,800 on a dual use/do everything laptop, but willing to wait a few months if necessary. was going to wait for windows 10, but free upgrade I guess so no longer need to wait for that. move now? anything new coming out soon?

If you are not in a hurry just wait to see what skylake brings to the table. It might just be and incremental upgrade, but there's some people that believes that we'll see a big improvement this time, so I thing that with skylake being theoretically so close in time it'd pay to wait.
 
If you want to buy now, the Razer Blade is a good option, especially if gaming is one of your uses. Otherwise you could always go Apple 🙂

I'm not sure, you'd have to do some searching. Living in Australia myself, I know how frustrating it is to buy tech products. Often the prices are heavily inflated, or the product isn't available at all.

I would probably recommend the best configuration you can afford. What you've listed is an excellent configuration.
