laptop running at low low speeds instead of maximum on AC power

i have a dell latitude C400 and its got an intel pentium 3 mobile at 1.3Ghz. ive set it so that it runs on low power whenever im on battery and max power whenever its on AC. well, in windows, its always says its at 798Mhz or 498Mhz, or even 117Mhz! only in safe mode, it works at 1.3Ghz. ive used spybot, ad-aware, microsoft antispyware, tuneup utilties, and advanced uninstaller pro to make it go faster, but they dont do it! any ideas?

There may be a driver you need to install or update for proper support of the CPU throttle in Windows. Check Dell's website.

Most Dell laptops have a setting for the clock speed in battery mode in BIOS. The BIOS setting may override the Windows settings.

What are you using to check the clock speed in Windows? The most reliable would be the General Tab in System Properties (right click My Computer -> Properties). I wouldn't rely on any 3rd party apps.

yeah, i use the (windows key + break) function. its reporting:

Mobile Intel Pentium
III CPU - M 1333Mhz
117Mhz 1.00GB of RAM

for some odd reason, its running very smoothly now.

i checked all the bios settings. i turned speedstep settings to maximum performance on both AC and battery, and double checked to make sure all the power management settings dont affect the AC. ill disable the settings of power management for battery too and ill see what happens.

im gonna check dells site and see what they have to say.
