laptop problem

I deleted a program/file in my laptop
called "APT" or "ATP", something with those letters in
it, by accident. Now my laptop won't open to the
desktop. It would first open to a black and white
screen telling me to choose a mode to open my
computer. For example it would say "Safe Mode, Safe
Mode with Networking, Safe Mode with Command Prompt,
Last Known Good Configeration, or Start windows
normally.

Then when I choose one of the choices, it seems as if
it would start but then a blue screen with white
letters would show up for like a second and it would go
back to the black and white screen where I would have
to choose from the different types of Safe Modes.

on the blue screen? screen pops up for a second, literally a second, and then it seems as if its going start regularly but then the Safe Mode screen comes back... this goes on and on... over and over again.
