Laptop problem

I have a laptop that has win ME. Every time it boots scandisk runs but never completes and keeps recycling. If I run Norton antivirus it stops when half complete and just hangs , most other programs seem to run ok. Should I try to reinstall win me or is there a way to find out what is wrong. thank you
