laptop hard drive problem?

I'm trying to fix this Dell Inspiron 600m. When I first diagnosed it the OS was so slow and the CPU kept getting ping to 100%, I was able to browse around but it was painfully. I decided to buy more RAM for it since it has only 256 and reload the OS.

I put the new 512 stick, run the Dell rescue to go back to factory state. OS loads get XP logo screen and then a black screen.
Wipe out the drive and reload from XP CD and same problem.
Also twice I got blue screen after XP logo screen.
I removed the new RAM stick just in case and still have problems.

Before I wiped out the drive XP would load and get to the desktop. After a few minutes you could move around, but as soon that i tried to explore or go to my computer the system would ping at 100% and could not get anything else done. I was also able to extra lots of files from the drive to a USB stick using a rescue disk, but lots of files had CRC issues.

I also now have run windows system repair and did chkdsk /r and it got to 71% then went back to 50% and hung.

Could it be the hard drive?
 
Sounds like the drive. You did some pretty good investigating! if a new drive doesn't work then you may be out of luck

Thanks. I'm doing a Low Level format now... I don't know if that would help.
 
Check who the manufacture of the drive is and run their diagnostic program you can get it from the manufactures web site. In my experience when chkdsk hangs like that it's usually that the HDD is failing.
 
Have you run the DELL diagnostics from the boot menu?
IIRC you have to hit F12.
 
I have run all kinds of diagnostic tools on the hard drive. I have a boot cd with a bunch of utilities, they all say the drive is ok.

I did the low level format and right the OS seems to be installing correctly. Its the farthest i got.

Spoke to soon, 23 minutes left in the installation it gave a "cannot install this device... crc error"
