what's slow? everything? or just webpages? games? Not a lot of details to help you my friend, but it sounds like your system is slow on its own based on those specs 😛. Could be a mobo problem, or it could be tons of spyware and stuff gunkin up your pipes so to speak. Run adaware and spybot SE to clean stuff up a bit. And defrag your hard drive too.
 
I would go for the spyware option...or a virus....

I have a 1.4GHz celeron lappy (was a freeby so better than nothing)......it only spins the fan up when it is under stress and the CPU starts to heat up.....

So I believe you problem is that your software is driving the CPU hard and causing the fan to spin up.....so no hardware fault....just software...

If you are trying to multitask at all.....i.e having music running while you browse several webpages with flash or shockwave etc then I would stop that behaviour until you get a RAM upgrade..

Try running adaware and a virus checker....and then see if your performance improves....

What OS are you running by the way?
