does it have a parallel port? i think some really old external cd rom drives used parallel port. maybe you could find one cheap on ebay

 
That model has an external cdrom available for it. It connects to the side port with the same adapter cable for its floppy drive.
My old Latitude LS/LM had a similar hookup, and the cable looks standard among Latitudes.

That will work for Win2000, not sure about Ubuntu.

On another PC: format and set C: bootable/active, transfer DOS to it with a free Win98SE boot floppy from Bootdisk.com, copy the Win2000 CD to a folder.
 
For W2k just use winnt32 or winnt.exe located in the i386 folder of the install cd. If you're able to network with another PC, you could setup file sharing or even try imaging the PC with Acronis.
