Which body has been assigned the responsibility of recommending Local Area Networks standards, and which committee makes the recommendations?

Is IEEE the body that makes the recommendations?
 
they do standards as well (RFCs)

But the hard underlying network is IEEEs realm - like token ring, ethernet, wireless, FDDI, fast ethernet, gig ethernet and lots of the protocols and mechanisms used. Think 802.1d spanning tree. 802.1, 802.5, 802.1az, 802.1 anything.

that's IEEE.

RFCs frequently just deal with anything IP related although.
