Language support in XP?

I want to know if there is a way to change .my computer to Chinese entirely. Right now I have all the settings in "Regional" set to Simplified Chinese (East Asian languages are installed), yet I still see a big english "Start" and english text under all of my icons.

I have another computer here already in WinXP with Chinese on it... all of the text in control panel, etc, is all Chinese. But I have no idea how to get that on this one. Do I need some 3rd party app?
