Land Line calling a cell phone

Hey guys. I have Bellsouth as my phone company with a landline and DSL. Its just the basic unlimited land line with 5 cent a minute long distance rates. I want to call a cellphone located several several states away. I realise that if the phone calls me then theres no long distance charge. Would the fees apply if I called the cellphone?
 
But if the phone number is local to you and the cell phone is just located severl states away, it would be local, correct?

Correct. It's not the location of the phone that matters, it's the area code (and possibly exchange) of the phone number that matters. Likewise, an out-of-state cellphone could be in a local area and calls to it would count as long-distance calls.
