Well, a quality host would have the necessary tools, but you'd have to pay for that. Design is, well, whatever.... The real thing about having a website ... and it's REALLY important when you're talking about a BLOG ... it's called content. You need to have something to say. In this case I'm thinkin' not. Done bitching so hey, good luck!
 
I'm not into "blogs", personally. But your website doesn't look any worse than other people's I've seen.

Regarding forums, usually newbie-builders get phpBB, but that tends to have some security issues. You can also try SMF.

Regarding registered users, I wouldn't do it for your site unless you have 1. a kick-arse site, or 2. private content you only want certain people to access. Generally, registering (even if it's free) is a pain for people, and they won't do it for site that is just a blog anyway. If you want them to register only to post messages on your forum, both of the above-stated forum programs come with registering options.
