labor dept issue?

here's the situation:
because of a severe staff shortage in my hospital's pharmacy department, my friend, a pharmacist, was brought in and worked for 2 weekends (4days total @55$/hr agreed upon verbally)....now this week when she called to inquire about her paycheck, a manager told her that her per-diem position is not open YET but assured her that she'll be paid.....this only made my friend nervous as she told the manager how can she be paid when she didn't even go to HR dept yet (HR don't have any contact info or SS# for tax reporting purposes, or even an offer letter for the temp position) and not sure if management is acting shady...

so does anyone know if clearance by employee health + HR processing REQUIRED prior starting work? (does this varied hospital to hospital) and does that mean the hospital
is in violation of dept of labor (FLSA) or health dept law?

If there is only a verbal committement, then they need to go to the person that made the verbal offer.

Something then should be requested in writing stating the offer. the person who had the authority of the offer; needs to get things cleared with accounting.

Because they showed up for work and were accepted to work and did work, then they should be paid.

Accounting will need some paperwork to process a payment; HR may not be involved.
