He also pardoned Patrick Brian Baker, who was convicted of homicide and other crimes in a fatal 2014 home break-in in Knox County, the Courier-Journal reported.
Baker's family raised $21,500 at a political fundraiser last year for Bevin and Baker's brother and sister-in-law also gave $4,000 to Bevin's campaign on the day of the fundraiser, the newspaper reported.
Commonwealth's Attorney Jackie Steele, who prosecuted Patrick Baker and other defendants for the 2014 death of Donald Mills, told the newspaper it would be an "understatement to say I am aggrieved" by Bevin's pardon. The other defendants were not pardoned.

Bevin also pardoned Micah Schoettle, who was sentenced last year to 23 years in prison for raping a 9-year-old child in Kenton County, the Courier-Journal reported. Bevin wrote that Schoettle was convicted of a heinous crime "based only on testimony that was not supported by any physical evidence." He added he does "not believe that the charges against Mr. Schoettle are true."
IMO, this is as bad a pardoning the killers.
 
The FBI is asking questions about the pardons Matt Bevin issued during his last weeks as Kentucky governor, The Courier Journal has learned.

State Rep. Chris Harris, D-Forest Hills, told reporters that a criminal investigator contacted him last week and asked what he knew about Bevin's pardons.
Harris did not elaborate on what questions were asked, and he declined to say which law enforcement agency contacted him.

"I can confirm that I have been contacted by someone looking into the pardons that were issued by Gov. Bevin on his way out the door," he said. "The impression I got is that there was an investigation ramping up."
Two sources with knowledge of the inquiry told The Courier Journal on Monday that an FBI agent had spoken with Harris. An FBI spokeswoman declined to comment, saying the agency could "neither confirm nor deny the existence of said investigation" when reached late Monday night.

Some of the pardon decisions by Bevin have been questioned by lawmakers from both sides of the aisle.
One Republican state senator plans to introduce a bill that would strip a governor of pardoning powers in the month before the next general election.

I agree. Yet, our federal government does not. THC is currently a higher schedule than quite a few other substances that are far more harmful.

Even if this only prompts changes in the process nationwide, it would be a start. You know his idol, the Great Orange Horror will do exactly the same thing if he gets voted out next year out of pure spite if nothing else.

The FBI is asking questions about an avalanche of pardons granted by former Kentucky Gov. Matt Bevin that included those for a child rapist and the relative of a political donor, The Louisville Courier Journal reported.

In the weeks before the Republican governor left office after his failed reelection bid, Bevin pardoned or reduced the sentences of at least 650 people. He pardoned a child rapist who was sentenced to 23 years in prison just last year. He also pardoned Patrick Baker, who served just two years of a 19-year sentence for reckless homicide and robbery in the slaying of a victim as his family watched. Baker’s brother hosted an event last year that raised $21,500 for Bevin.

Democratic State Rep. Chris Harris told Courier Journal reporters for an article published Monday that a criminal investigator contacted him last week and asked what he knew about Bevin’s pardons. The newspaper, citing sources, reported the investigator was an FBI agent.

Harris said he doesn’t know if the investigation is formal or informal. “I can tell you, at least, there are questions being asked.” he said.

Bevin has said he welcomes an investigation, and denied that campaign contributions affected his decisions.

Politicians in both parties have expressed outrage at Bevin’s actions. The Democratic leader in the state Senate has called for an investigation.


“It’s clear there was political favoritism involved in these pardons,” Sen. Morgan McGarvey said Monday. “We have got to find out if the pardon power was abused and possibly sold to restore the public’s trust in the system.”

Baker has claimed he was framed. As for the child rapist, Bevin has apparently determined on his own that the rapist was innocent because the ex-governor said the 9-year-old victim’s hymen was intact — which does not prove rape did not occur, according to experts.

President Donald Trump traveled to Kentucky to campaign for Bevin in the days leading up to the November election. He suggested that votes for Bevin — as well as in the Mississippi and Louisiana gubernatorial races — would be an indication of how America was feeling about impeachment, The Wall Street Journal reported. A Republican narrowly won in Mississippi, Louisiana stuck with its Democratic governor, and the Kentucky statehouse flipped to Democratic.
