KT7A-Raid, USB, and Video problem.

I recently changed m/b from KT7-Raid to KT7A-Raid, and started to see performance drop on USB mouse(IntelliMouse optical) and the video card(GF2 32mb) while browsing the web. The mouse stops moving for a second and the screen refresh is slow whenever I open or close a window.
This seems to occur when the FSB/PCI bus is set to anything above 130mhz. If I set FSB/PCI to 130 and CPU FSB to 10, making it 140mhz total, the problem goes away.
Has anyone noticed this problem at all?
 
I've had a couple of moments where I'm getting V-E-R-Y slow response and then alluva sudden it picks right back where it left off.

Way weird and totall unreproduce-able.
