KT3V problems

I'm trying to upgrade to an MSI KT3V and an XP2100+.
I've got the system built up, but when I power up I
get nothing, no beeps, no posts, nada. The diagnosis
LEDs on the back of the MB indicate that the processor
is either damaged or misinstalled. I'm pretty sure I've
got it installed right, it's a retail with the HSF.

I'm wondering two things:
1) Can you think of anything obvious I might have overlooked?
I do have power, and all the fans spin up and the CD light
blinks, but the processor apparently isn't up nor do I get
anything on the screen.

2) Do you think the problem is really with the CPU or could
it be that the MB has a problem? I've got to have this
system done by Easter for my sister, and I'm reluctant to
RMA a perfectly good CPU if the problem lies in the MB.
Any votes or suggestions.

A little more info:

I don't have any power to my case LEDs, but I do have power to my
fans and to my MB diagnostic LEDs. I'm just wondering if there is a
power problem? I've got one little pigtail connector (two prongs,
about the sise of a case fan connector) that doesn't have a home,
should it be connected somewhere, it isn't labelled.

I can't help, but I seem to have a similar problem

I'm having difficulty installing an MSI KT3 Ultra2 (MS-6380E) motherboard.

I'm using the D-bracket 2 which has diagnostic LEDs showing the following stages are ok:
Early chipset initialization
Memmory detection test
VGA BIOS test
Initializing HD controller
Initializing FD controller
Boot attempt

then the system hangs at Processor initialization.

I'd be grateful for any suggestions
