It may set a new baseline for games, but won't make a difference for video cards, so there's really no reason to wait for next gen consoles before buying a video card.

It will have an impact on current GPU's if you ask me. Simply because the added memory capabilities of the consoles will allow game designers to really increase the sizes of textures.

I know PC's already have higher textures in some games, but with more games pushing these bigger textures some GPU's will definitely show the added stress.

I tend to agree with this. They already add unoptimized PC code to stress GPU's to entice us into buying more powerful hardware. If anything it might mean that we have these same features properly integrated so they run better. Tessellation, for one.

Well the added memory capability in consoles will still be a fraction of what PCs were doing.... Last year, and prior, never mind when the consoles actually get released. It's no accident that so many games are heavy on the CPU these days, the new consoles will probably shift some of that back on the GPU, and it may affect what's card you decide to buy but unlikely it will have an effect on what AMD/nVidia puts out. IMO.

Sources SweClockers state that both AMD and Nvidia decided to postpone the next generation of video cards. The new circuits can be "at best" pop up in the fourth quarter of 2013, ie in the period October-december. This could mean, for example, the Radeon HD 7970 has time to fill two years before a proper replacement can find on the market.

If true, that would be quite disappointing. However, I would not hastily dismiss it.
First, new consoles will arrive in that timeframe and with it possibly next-gen gameports. Second, Nvidia wants to make money and AMD needs to make money and survive 2013. Third, they need to slow down to bridge the gap to 20nm which supposedly is in even worse shape than 28nm was two years ago. I wouldn't expect 20nm products before Q3/Q4 2014, and even then, they might be quite expensive to produce.
