Politically, it's probably smarter to do all the risky things in your second term since you are ineligible to run again. Imagine the firestorm that the Republicans would let down if they had ammunition like "Obama wants to let your kids get easier access to drugs!" It doesn't even matter how logical a decision is... the spin on anything drug related is too damn easy to manufacture, and works very well. No politician wants to commit "political suicide."
If Obama gets reelected, does that mean we will see it? I have no idea, but I think there would logically be a greater chance.

Doubt it, Obama has already been more strict on Medical Marijuana then Bush. He has arrested more people, and done more raids against medical marijuana in his 4 years then Bush as done in all 8 of his.

The President doesn't control career civil servants. His reach within the DEA only goes down as far as those confirmed by the Senate. Those appointed don't have much power to fire career civil servants either. They can try and pressure them into doing the Admin's bidding but career civil servants often beat to their own drum.
The reason you see more arrests under Obama is because Obama DID sign an executive order telling the DEA to stop enforcing federal laws in states that have medical marijuana so long as the people were compliant with state laws. People thought they were in the clear, but Regional DEA offices just aren't following the Obama Admin. They don't have to either, as long as their are federal statutes on the books making marijuana illegal.
People are just so ill informed about how the executive branch really works. Outside the actual White House staff, the President just doesn't have much power over career civil servants. Nor do his appointed people. Career civil servants are there for a life time, appointed people for ~2 years.
Wrong, Obama reappointed Michele Leonhart, the same anti Medical Marijuana DEA head under Bush who went after medical marijuana. This isn't just some rogue agents at some regional office. This is multiple federal agencies, across entire states, this goes up to the head DOJ attorney in the region. These are people who are Appointed by Obama, not career people. To claim Obama is innocent in this is being ill informed.

The DEA in DC doesn't say who gets raided or when they get raided.
Regional Offices are more or less autonomous. Yes Leonhart is still there. Even if she wasn't the Regional Offices would still continue to conduct raids. Until Congress passes legislation repealing laws classifying marijuana as a schedule 1 drug, the regional DEA offices will continue to raid medical marijuana growers, because Executive Order doesn't trump statutory law in the eyes of more or less anyone, especially LEOs. Doesn't matter who the President is, or who the DEA Director is. It is solely up to Congress to act.
It is still Attorneys that OBAMA appointed that is helping with the raids and prosecuting these people. It isn't just a some rogue region offices like you claim it is all of them.
