I think that in ways he is a very intelligent man. He is smart enough to appear just a little crazy. Now he is a man that appears a little crazy that has nukes. His appearing slightly crazy has served him well thus far, I think it aided in the concessions and aid that he has won from countries in the past like the US.

Kim Jong Il is using these rediculous claims to cover the fact he's indoctrinating his people to believe what he truly believes. People start to think, "Oh, he's just silly..." But they start to believe he's "just being silly" when he arrests protestors. Or when he kills political opponents. Or anything. And ideas start to slip into people's consciousness.

Heck, it happens here too. Politicians swamp us with so many stupid ideas that we often miss the important issues.
