I don't think that I'd let a child take hormones at the age of 12, let alone a gender switch at 16. If they want to do that, it'll have to be on their own accord when they are an adult.

No, my child could be gay and I wouldn't hate them or treat them different. But taking hormones and having surgery is a major decision, which shouldn't be made at the age of 12. So you are wrong, what's new?
 
In Germany, such operations are not usually allowed until the patient is 18.

However Kim managed to convince doctors when she was just 12 that she should have the surgery.

By 14 she was officially registered as a girl - and was already famous for her choice.

The costs of her procedure were covered by health insurance as her condition was officially diagnosed as an illness.
