keyboard problem

Im trying to put together this computer. It is a chaintech 5agm2 mobo. It has an At keyboard connector. The keyboard works in the bios and when I try to load an operating system the board key board will not work. I have tried 3 different boards and all did the same thing. It does the same thing using both a at and an atx power supply. I have tried 3 different power supplies same prob. It has this poly fuse over current protection thing that might be the problem. Any help appreciated
