Keyboard problem

Whenever i hit shift+3 i should get a pound sign, instead i get #.. also the keys for @ and " are mixed around. Why is this? I had this before but i cant remember how i solved it. This is the same with two different keyboards (didnt really expect changing keyboard to work). Ive googled it and have been snooping around the character map and keyboard control panel option and havent found anything which allows me to change key assignments. This is windows xp btw. Help?

Thats not right its got the pound sign on number 3. Hey wait, you guys are american right? thats why the pound sign isnt there for you. My hash key is over next to backspace.

Ok, so my keyboard thinks its american.... How can i change its nationality? 🙂
