The manager is a manager of a retail store; he isn't the head of the CIA. It's none of his business. Neither of the two bolded statements are illegal.

I did not say it is illegal to purchase a cellphone. 60 at one time should indicate a possibility of illegal behavior. Often stores have a limit like 3 per person or you have to have an actual Name and personal info for each phone.

100 phones supposedly. Purchasing them with cash at 0400 is suspicious to say the least. Not illegal however. I see nothing wrong with looking into it. That doesn't mean marking them as terrorist right now.

As a former wireless guy most places I've worked at generally won't sell more than 5 prepay phones at once to the same person. Because:
A) Its probably fraud and the CC will be fraudulent
B) Its probably a drug thing or prostitution thing and attracting that business hurts your more profitable business. Prepay sales are bottom rung as far as revenue is concerned
C) This depends on the commission plan but generally prepay sales without additional pin sales hurt your profitability. One store I managed had so many pimps buying weekend phones for the girls we started to sell them bundled with $100 calling pin. No option to buy it without the added pin.
D) They plan on unlocking them and selling them in Brazil or India(?) for profit

BTW in the past most prepay US phones did not work outside of North America, not sure about today.

Look we don't know what they were doing with those phones or what they plan to do with them. We don't know who they are, what their nationality is. Making assumptions about that stuff is pointless. However, by any rational measure, buying 60 prepaid cell phones qualifies as suspicious, and one should report such suspicious behavior to authorities to investigate further.

If it turns out it was perfectly legit, then no harm done. If the buyers are up to no good, then better get them tracked down asap.
