I can access Kaspersky.com fine. Check your HOSTS file, which is in the C:\Windows\System32\Drivers\Etc folder (open it with Notepad) and ensure that the only record is
127.0.0.1 localhost (that's the stock Windows HOSTS file). Malware sometimes adds security vendors' websites and update sites to the HOSTS file to keep your computer from reaching them.
If your HOSTS file looks ok, maybe it's just DNS problems somewhere between you and them. Try
http://81.176.69.89/ which is their site's IP address, and see if that comes up OK.
