Looking to build a new PC in October for BF1.

If it's not out in time I'll go with an i5 skylake - what OC can I expect?

Skylake released a year ago, most likely locked Kabylake parts will come out very soon: it's the same 14nm node plus some minor change.
Unlocked parts? Kabylake-X is coming next year, but we still don't know if there are any other unlocked chips in the desktop line... though after what Intel said about regretting not releasing all Broadwell cpus for desktop in 2014 I think they won't do the same twice.
That said some kind of 7700K is coming this year for sure, better than 6700K? Not by much, but new is new, also Optane SSD support will be a nice thing to have. Look for 200series motherboard and when they start to pop out that will be the time the cpus arrive.

Whatever they end up releasing, I don't think you will see any desktop parts until Q1.

Just a little digging right now and I found this:

Looks plausible, but it might be all speculation from this site:

Anyway numbers check out with previous leaks, so for your question go for Skylake now and enjoy BF1 in October ;)

BF1 alone certainly is not going to merit a new build unless you are stuck on a core2duo or something.
It's going to have the exact same performance as BF4 CPU-wise,GPU-wise sure get a good one if you don't have one already.

Does the good news about yield for Skylake from the earnings call cross over to Kaby Lake yield?

I'd imagine the 6700K successor will be one of those first out if Skylake is anything to go by. Round that maybe they don't know themselves - Skylake had its delays and teething problems after all.
