It should be comparable to 6970 Crossfire, so yes it's quite a large upgrade. Also the coolers are way better than the old reference 290 coolers.

It's way faster than that. HD6970 CF is only as fast as an R9 280X (87% faster than HD6970 at 1080P HQ). A stock 390 is 164% faster than an HD6970 and since he has a 1200mhz on it, that's another 15% increase => 164*1.15 = 189% faster than a single 6970 on average.

That's near the same upgrade I did, stock 6850 1GB to MSI 390. It's sweet. Honestly, I was playing mostly Counterstrike GO and heavily modded Fallout 3 so I hadn't come up against anything I couldn't play maxed (except no AA) at 1080p, but I would not have enjoyed my rig struggling with Fallout 4!

With a 1200mhz overclock on a 390, your upgrade is almost a 3X increase in performance since 6970 is more than 50% faster compared to the 6850. (6970 / 6850 = 61/40% x 189% from above => 2.88X)

I know some of the early 290s unlocked. You could try using hawaii info to read if your 390 is unlockable, I am not sure if this is a thing though.
