Just Reformatted and having issues

I reformatted to Vista Ultimate 64 bit as I got a new hard drive today, and I updated it to SP2. I disabled UAC through editing the group policies and now I have some quirky occurrences going on. First, when I go to the run dialogue the text "This task will be created with administrative privileges" is right beneath the run dialogue. Does anyone know how to disable this? Second, I have a second hard drive that has a large amount of data from my computer before I reformatted that I still use. However, when I try to open an exe file I get this error.

Apparently I need to "unblock" all of the files, but I have thousands of files and it's impractical to manually unblock each of them. I tried to disable this unblock method through another policy edit, yet that did nothing. Additionally, I cannot run programs as an administrator when I right click them.
