I don't mean to send this thread overboard, but that exact fear is the reason cops get away with being dicks.

I think you SHOULD contact the chief of police if you are concerned. Maybe the guy was just bored that night. Maybe you did something that made him suspicious. Maybe you matched the description of someone they were looking for and the alcohol thing was an excuse until he could check you out. Maybe he was having a bad night and was looking to pick some kid off like a vulture. We don't know his real reason for checking you out, but if you think you're going to have cops following you and harassing you left and right just for demanding an explanation you are wrong. They wouldn't have a right to do anything.

The point is that if you don't want to contact the chief of police then at least make it because you don't want to waste anyone's time over something that is really not that big of a deal. Don't choose not to follow through because you're scared of what may happen because that is exactly why many portions of the government are not being kept in check. It's your duty as a citizen to question the government rather than blindly accept it.

The bottom line is that you're not "fucking with cops"... you're exercising your rights as a citizen and you cannot be punished for that.
