Just got an iPad

My biggest issue right now is why do some games load up upside down ? Then there is some that only work vertically. What is up with that ?

The orientation setting is determined by the dev, they decided that portrait or landscape was the best orientation for their game.

What bugs me are the games that won't flip 180. I can handle locked portrait or landscape, but don't totally lock me into 1 single setting.
 
Yes I notice that too and it's annoying that when I select rotate it doesn't rotate AT ALL. I can understand if it wants to keep it in one mode over another, but at least let me retain the ability to flip it upside down, sheesh.

Especially when you take into account the smart cover. The two orientations that it supports (landscape both of them) typing and viewing are 180 flips of each other. In typing mode, the home button is on the left, in viewing mode, it is on the right. If I have a game that defaults to having the home button on the right, that drives me bonkers, because with a game, i probably want the ipad in 'writing' mode, low angle on the table.
 
Well at least now I know this is a feature and my iPad is not broken.

Feature is a strong word. It is an expected occurrence, but I would mark it up as being closer to a bug (from the dev, not Apple necessarily) than a feature.
