Raze the abandoned buildings that are too expensive to refurb or retask, condemnable homes, remove the contaminated soil, retask that land for parks or development, cleanup the river front (and the river itself), and gentrify the declining neighborhoods to force-out the remaining Section 8 dwellers and hood rats out due to high rents. Yeah, it will come back, but NOT until then.

They should stick a couple large scale nuclear reactors there, it would create jobs too. Basically make it some huge nuclear project to add more power to the grid. Too bad people are so scared of nuclear, and seem to not notice all the oil disasters that happen everywhere, while nuclear hums away without any incident, and no pollution.
Meanwhile in Canada, we're building a bridge to Detroit, because of all the business opportunities. 😀

The unions didn't design cars no one wanted to buy. The unions didn't bribe Congress to open US markets to foreign dumping. Corrupt national politics and international labor arbitrage leveled Detroit as sure as corrupt local politics did.
Try Camden, NJ for a pretty bad urban decay, too.
I remember seeing a building there, painted all black with white crosses, and someone painted on the side "Oh God, we cry for Camden". Pretty stark.
