Today I did some serious arm work, I really blasted my biceps and triceps. I tried to do chest as well but I could'nt finish my entire my set.

Should I try to do chest, shoulders and back tomorrow or should I wait a day or two before finishing my upper body routine?

Also would it be counterproductive if I trained the same body part twice a week with weights?

I'm gonna hit the shower my arms feel like rubber.

Please find something more productive than posting to do because you are not funny.

I would wait at least 24 hour for you muscles to heal and grow. However, going twice a week is ok in my opinion, just dont work out the same muscles 2 days in a row

First off, if you worked your biceps and triceps, it shouldn't effect your chest workout that much that you couldn't finish your set.
If that really is the case, MAYBE you are not in proper form while doing your biceps and triceps workout. Maintain proper form is very important.

It's fine to do your chest, shoulders and back the next day after you worked your biceps and triceps.

Training the same muscle group twice a week with weights is perfectly fine, even 3 times a week is common. But then it depends on your workout scheme.
