Any webpage that has flash on it for Chrome will not respond until I tab away from the page and then go back to it. If i do not do that, I cannot scroll up or down, or sometimes the entire page appears blank. Simply tabbing away and going back to it fixes the problem.

Would disabling Pepper flash force normal flash to take over?

It might help.

Go to chrome://plugins in the address bar and disable the pepper flash plugin from there and give it a try.

Another option is to go into settings and enable Click to Play. It's basically a built in flashblock.
