In simpler days they were used to tell of coming inclement weather, like if you were inside milking your cows or diddling your sheep.
True, but diddling your sheep is better outdoors; you should always shag your sheep at a cliff's edge because they push back harder.
But if due to inclement weather your only recourse is indoors, be sure to stuff their rear legs into the tops of your boots so that they can't get away.
As far as windchimes meh, it's personal preference. I hear them so often my brain edits them out.
