JPEG to MPEG

Thanks to a program called WebCam Watcher, I now have a directory full of similar JPEGS each taken at intervals from a webcam. How do I convert these JPEG files to a high-speed video where each one would only be up for a fraction of a second? (Microsoft Movie Maker will only let me have each up for a minimum of 1 second each.)
 
Try the Trial Version of Macromedia Flash, it should let you import a sequence of image files, and load each image as a sequential frame, then just export as an .avi or .mpg.
