Jpeg pictures have dots all over it

I'm sorry if this is in the wrong forum but i am just so frustrated i'm not ever sure where to post it. Here is the situtation every single jpeg picture has dots all over it, this get very annoying when surfing the web. This is what i have tried: first thing i tried was to replace the video card, i have tried 2 that were pulled from working systems, i have tried it in both windows xp and windows 98, i have tried 2 different hard drives, i have tried 2 different ide cables, i have tried different web browsers even though the problem happens with regular jpeg pictures in my system as well, and i have also tried 2 working monitors pulled from working systems. Nothing has worked, i have never even seen a problem like this. i'm just beyond frustrated and i am willing to try anything, thank you very much.
 
it would be helpful if you would check your display properties and tell us your settings. also, what video card(s) are you trying to use and are you using the correct drivers for your particular card?
 
Are your eyeglasses clean? 😛

Seeing what you have replaced so far, I notice that you have not tried:
-the motherboard
-the video cable

Also--does this problem only occur with jpg files, or all pictures (bmp, tif, etc)? Can you capture a screenshot and post it?
 
No i'm running 32bit color 1024 by 768 resolution. This problem only happens with jpegs, gif,bmp etc run fine. I have tried several monitors that work fine in other systems so its not the video cable. I have pulled the video cards from working systems that had no problems with it so i doubt its that, but the video cards are radeo 7500 and a nvidia vitra. thanks
 
What colros are the dots. Do they move, or are they static. Are the dots just in place of a certain color?
 
And in addition to questions already asked, are the dots distributed across the jpg/jpeg files in any discernible pattern -- grid, following countours in the image, etc.?

Anyone know if JPEGs are hardware or software decoded? I would try a PCI videocard first, to rule out your agp slot. After that you could try cpu, and maybe ram. You could also try relaxing all the timings etc. associated with your video card and your ram...
 
Can you post a picture of a problem pic so we can see if it has dots on our end? I'm sure it probably would, but I'm not exactly sure the technical processes behind a screen capture....so I don't know if that would help, but it's just a thought. Or perhaps save a picture on a web page and post that. Is this problem just in your browsers (which ones have you tried)? What if you use paint or some other program to open a JPG?
