Joystick rudder control calibration problem

I have a Saitek X-36 joystick/throttle (notorious for poor support) that I have just reinstalled in windows. After calibrating it in the control panel, I noticed the rudder control (axis 4) is stuck at 3/4 to the left. Moving the controller full right only takes it back to the center, and full to the left takes it 100% to the left. I have confirmed this in games.

Repeated attempts at recalibration have no effect. While calibrating, the red meter goes all the way left and right as if it is working normally. The joystick has worked fine for a long time and has never had similar problems.

Is there any way to fix this? Can I manually set values in the windows registry? I think MS planted a bug in Windows to force me to buy one of their joysticks.
