Joomla website? Need some pointers

A friend of mine is migrating his website off of a host that he is not happy with. They were supposed to do a lot of SEO and other stuff and it never happened. I was sent the files today and received two folders. One appears to be a joomla SQL file and the other folder is still downloading. I assume it is pictures and Joomla files.

I have experience with CMS (Drupal, Wix) but not with Joomla. I am willing to pay someone to help me get this site set up with a new host. I would like to learn the process obviously, but don't have an idea of where to start. Any thoughts, pointers? PM me if you want to make some money and help out, but experience with Joomla is a must.

Here's a rundown of what you need to do at no charge:

1. Dump SQL file into database
2. Zip up folder, upload to new site, unzip.
3. Set new owner, permissions.
4. Setup DNS / domain
5. Get into the joomla's admin side and reconfigure settings.

Will I need to know the content creators information, username, password, etc. in order to do this? I assume I would at least need their credentials.

If I gave you access to the files and GoDaddy account, how much would you charge to get the site restored and reconfigured (permissions, etc)?
