Yes, it's a joke for him.

I thought that was one of Penny Arcade's most hillarious comics. They pushed a new (and temporary) art style and tried to make an artsy serious-looking but stereotypical movie scene and push a ridiculously out of place stab at the GBA's inferior first iteration.

It's not the first time either.
