From time to time I will post jobs here, if its ok with the Mods. Most jobs I post will fall under 2 areas. 1 entry level that may help younger folks with college degrees. The 2nd is hard to fill jobs and I am just hoping someone fits. The listing below is the 2nd type.

PASSPORT PERSONALIZATION SPECIALIST

SALARY: 65,315.00
SALARY RANGE: 65,315.00 - 100,976.00 USD per year
DUTY LOCATIONS: Tucson, AZ
PROMOTION POTENTIAL: GS-13

MAJOR DUTIES:
As a Passport Personalization Specialist for the Bureau of Consular Affairs, Passport Services Directorate, you will provide a wide range of technical assistance to the Site Director or shift supervisor in the oversight of a contract firm that is tasked with the centralized personalization function of passport application processing. Duties for this position include reviewing and recommending new or modified work methods or processes to accommodate production and quality improvements; monitoring the contractor's performance in meeting established specifications; identifying deficiencies and recommending improvements to processes so as to meet production and/or quality goals; creating and maintaining quality assurance plans; and reviewing and recommending technology that will improve productivity and reduce passport rejection rates.

1. Ability to monitor contract operations.
2. Skill in analyzing and investigating adverse production and quality trends and identifying their causes.
3. Ability to stay abreast of technological advances and their application and impact on passport issuance operations.
4. Ability to communicate orally and in writing.



QUALIFICATIONS REQUIRED:
In order to be qualified at grade GS-12, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service analyzing work methods, processes, or training in relation to quality assurance guidelines or production schedules; assisting in the monitoring of contractor performance; maintaining and suggesting revisions for a quality assurance surveillance plan; assisting in studies of management or work processes aimed at increasing quality or efficiency; and staying abreast of new technology and its impact on passport issuance and personalization.




OK, the thing about this job is you need to have supervisor/team lead/Management experience. It has to be at LEAST 1 full year and be highly organized. This is not an entry level job. You would be monitoring contactors and their work to make sure it is up to levels and also quality control. You would also need a 4 year degree. The degree type is not as important as much as you have one and experience in the duties listed above to fit.
The pay is good and there is promotion potential to a GS-13. Also every year we get a COLA to be equal to or above what most get as a ?raise? in the private sector. Then if you get a promotion, GS-13, after a couple years that adds another 10k+ to your salary. Good health care benefits, work schedule, etc?

This is the 4th time we have run this job. It?s not a bad job but it?s a new area and we don?t have a lot of people with this type of experience that will work in Tucson, AZ. As such I thought we might have some with this type of experience and also would like to be in Tucson, AZ.

Connections only go so far. Even if I want Bob for a job. if Bob does not make the Cert or get high enough on it then he will not get it.

The way it works is a office says we have XYZ position open. I then put together the job and send it to OPM. They list the job, USAjobs.gov. After it closes I get the Cert with the names of the people that made the min. qual's. I then send that list to the office and work with them based on interview and other information supplied. They then choose, or sometimes don;t, who they want. I then get the list and call the people/person and offer the job.
The last time this job was run I think 4 people made the Cert. They all turned it down.


So as you can see, in Gov jobs a connection will only get you so far.

This just shows you didn't have much of a connection.
 
Only place a connection will get you a job outright is if the job is a political appointment job.
